Activate the Yeast: In a small bowl, combine warm water, sugar, and yeast. Let sit for 5-10 minutes until foamy.
Mix the Dough: In a large bowl, mix flour, salt, black pepper, and oregano (if using). Stir in the yeast mixture, olive oil, rosemary, and garlic until a sticky dough forms.
Knead & Rise: Knead for about 5 minutes until the dough is smooth and elastic. Cover with a damp cloth and let rise in a warm place for 1 hour, or until doubled in size.
Prepare Muffin Tin: Grease a 12-cup muffin tin with olive oil. Punch down the dough and divide it evenly into the muffin cups. Let rise again for 20-30 minutes.
Bake: Preheat oven to 375°F (190°C). Drizzle the tops with olive oil and sprinkle with Parmesan (if using) and flaky sea salt.
